State-Changed-Why:
Not really a NetBSD issue - closed at request of submitter.

While using the same netmask for a new interface on the same
network will avoid this issue, as that interface won't steal
routes that the first established, nor will it get any new
ones - the original interface will be used for everything that
could be reached from either of them (generally). If you need
two interfaces on the same LAN, then either you should be using
a bridge (if the two LANS are not otherwise connected, which
seems not to be the case here, but see bridge(4) if it happened
to be plan) or link aggregation (see lagg(4)) if the intent
is to add additional bandwidth to that network, or if it is
just redundancy that is needed, then carp(4) achieves that.

If you just need 2 different addresses on the same network
just configure both on the same interface (look for "alias"
in ifconfig(8) and then go backwards to see the context).
