 Are you sure DOS can see the drives attached to the IDE VLB controller?
 If not, that would explain the symptoms.
 
 Other details that could make it fail is a missing / wrong MBR on the disk
 you are trying to boot from. Output of fidsk and disklabel would be
 helpfull.
