Thanks, I applied the following two changes to netbsd-11, and the test
passed over 10k trials (without the `sleep 0.01' part):

Haven't tried 10 or 9 yet but I would guess the same fix is needed.
(This isn't really an exotic issue: I hit this in practice as part of
the automatic tests for our new repository infrastructure! And I've
been hitting it regularly for a while, causing one test to sporadically
fail, but only just investigated this week.)
