Thanks for the PR, it was just fine.

I have fixed the problem reported, in a slightly different way
that suggested, and while there, updated things a little in other
areas (including some validation of time strings for sanity).

I doubt these changes will ever get back ported to NetBSD 10,
the problem is just not serious enough to bother - and almost
certainly won't be fixed in NetBSD 11 when it is released either,
but might get fixed there in an early update.

If you can test shutdown from HEAD, please do (you can probably
download the sources for it from cvsweb.netbsd.org and compile
it on NetBSD 10 if you like), and let us know if it now works
as you'd expect.
