We already have kern/55665 on the pg_jobc issue
(even though it is currently just stalled), we don't
need another one on the same issue.

However thanks for pointing out that "the other"
assertion can be false, in addition to the one that
was already removed almost 6 years ago, so that one
can be done away with before it causes any real
problems (though KASSERTs are mostly all absent in
release versions which don't have DIAGNOSTIC defined).
