 I just experienced a similar abort.
 
 In a terminal window sized 80x40:
 I started a NetBSD 10.1 VM in qemu with serial console.
 I logged in on the VM console and invoked sysinst to install additional
 packages.  I.e.
 "f: Config menu">"e: Enable installation of binary packages",
 "a: vioif0",
 ENTER at "Network media type (empty to autoconfigure)",
 "a: Yes" at "Perform autoconfiguration?":
 
     sysinst: failed to allocate output window
 
 Relevant terminal settings:
 $ echo $TERM
 vt100
 $ stty size
 40 0
 
 The abort does not occur with:
 $ stty size
 0 0
 
 --chris
