The longest part of sysinst is extracting sets.

The part requiring the most user input (setting passwords,
creating accounts, configuring network, etc) happens _after_
installing sets.

Install and configure NetBSD.

Ideally, all the user input should happen before the longest
part of installation so that admins can configure the system
then walk away and wait.
