There's no /etc/openssl/openssl.cnf on base install, making OpenSSL (at least partially) unusable. Yes, NetBSD was installed with /etc configuration files set
I did two different installs on far different hardware, both lack this configuration.

Output:

>Fix:
Include /etc/openssl/openssl.cnf into base install. A dirty fix that worked out for me was getting one from openssl pkgsrc package and copying it in into /etc/openssl/
