For some reason the NetBSD Guide prioritizes a bunch of detailed instructions about how to manually build a kernel by running config and make yourself, out of a read/write source tree:

This should be relegated to a separate section that comes later, and the guide should start front and center with just:

./build.sh ... tools kernel=GENERIC

This should come before any piles of prose get in the way of building your kernel.
