 I'm reasonably convinced it's not. Not only are build machines far
 faster than in 2004, but in the meantime we've also fixed up config
 (and to some extent also the depend rules) so that running config no
 longer automatically triggers a rebuild of ~half the kernel. Which it
 used to.
