 I think everything else in this PR is out of date (pkgsrc fortran now
 works more or less properly and provides gfortran)... but yes, we'd
 like to have fortran in base, since the hope in the 90s that fortran
 would go away eventually didn't pan out.
 
 Unfortunately, it's not so simple to do...
