 I have seen this on three different machines (evbarm, macppc, sparc64), all
 of them big endian.
 
 ntpd works fine as long as only small adjustments are needed, but once
 it goes via a .STEP. in ntpq -pn display, time is way off.
 
 So how to repeat is probably something like:
 
  - stop ntpd
  - set time off by an half an hour
  - start ntpd
  - wait ~5 minutes
  - check date
