 If you go to the obvious place:
    https://cdn.netbsd.org/pub/NetBSD/NetBSD-9.0_RC1/amd64/installation/
 
 there are none, only the iso.
 
 Also, even in the other directory there don't seem to be miniroot-only
 images.
