Yes, looks like it.

src/share/locale/numeric/de_DE.UTF-8.src  for the one in question.

It is more likely that something is still not working correctly with
C++ locales (which the core dump you showed also suggests) than the
data in your locale files is incorrect.   The small C program version
that wiz sent recently would confirm the data is correct.
