 i think we can patch libpciaccess to do all it's probing via
 /dev/pci0 and avoid the need for more and more pci devices
 published in /dev.
 
 alternatively, enable devpubd by default on more platforms
 (it's been enabled on arm and arm64 installable images for
 years now.)
