 It took me a while to figure everything in my use case out.
 I'm dealing with a setup where the Xen dom0 kernel is loaded off an USB
 flash key.  As it turns out, XEN3_DOM0 can't currently handle the softroot
 case.  This doesn't work in netbsd-8 from 2018-12-12 either.  But this is
 a separate issue.
 
 I get the vibe this is a "won't fix".  Fine with me.
