While working on some sysinst changes I ran into this failure when trying
to set up binary pkgs. I am aware that there are no pkgs for amd64/8.99.25
available - but I find this mode of failure ... a bit cryptic.

Can we change pkg_add to just say that the directory is missing or
something more clear?
