macppc and mac68k iso install images (that will boot) can't be created
without an external tool.

This issue came up in PR 53549, which was created for a separate issue (macppc 601 install media).

Trying to summarize the issue, apparently for macppc and mac68k
 - mkisofs from cdrtools 2.01 (not newer) is required to make iso images,
   newer versions of cdrtools may dump core.
 - it is desired to have the HFS hybrid capability integrated into the
   standard build.
 - apparently, adding support for mkisofs compatible options of
    -hfs -part -hide-hfs-list --macbin -map -boot-hfs-file -apple
   is needed.

Anyone familiar with this topic feel free to update or correct this PR as needed.
