Since this commit:

  2017.10.08.15.00.40 christos src/sys/kern/exec_elf.c 1.91

the lib/libc/tls/t_tls_static/t_tls_static test case is failing
on the i386 and sparc testbeds.  The amd64 one seems unaffected.
