	rc.subr revision 1.99 uses env(1) which resides on /usr/bin.
	So, if /usr and root partition are separate partiton, a start up
	script may fail.

	In my case, /etc/rc.d/dhcpcd cause error.

	Install NetBSD current with separate /usr partition and enable
	dhcpcd to start.

	Unknown but need to avoid using env(1).
