 For the record I had the same bug but only after resume (xsrc/51390),
 but I haven't been able to get anywhere with it.
 I think that I might be relying on BIOS PS/2 emulation for it to work
 before resume.
 Other ideas I had and people suggested:
 - Something about disabling SMM and looking at i8kutils for my specific
   (dell) hardware
 - It might be some low power mode
 - synaptics touchpads might default to a mode we don't support. for
   synaptics docs:

 I might be relying on PS/2 emulation by BIOS for it to work initially.
 It tends to be optional. perhaps you can enable it?
 
 The furthest I got is 'making touchpad never work at all', which is
 still an improvement.
