 They can stay; removing the ping test is the right thing to do
 regardless, and I suppose the "ifconfig -w 15 -W 5" is correct given
 the current current behavior of ifconfig where it can exit before the
 address being configured is usable.  I do still think that behavior is
 incorrect, but that is a separate issue which should have a separate PR.

 I think we should keep this ticket open, consider it a probable sk(4)
 bug, and assign it back to kern-bug-people.
