Handled by the change made by christos@ in src/tests/lib/libc/rpc/t_rpc.c
rev 1.10 - which simply skips the test if rpcbind (the portmatter) is not
running.   It would be better if the portmapper was started if needed
(or perhaps if the quemu test environ ran that server) - but that change
will do as a resolution of this PR.
