Previously my monitor was not woken up from sleep, but I have been attempting to use it with hw.acpi.sleep.vbios=2 with more success (I have DRMKMS working).

This is in fact two independent problems, but presumably closely tied.

1. Put laptop to sleep. hw.acpi.sleep.state=3
2. Wake it back up.

Problem 1:
3. Laptop is somewhat unresponsive? dmesg is not updated. Attempting to connect to the machine from the network via SSH makes it behave normal. This doesn't always happen, sometimes it works. I believe an interrupt is lost?

The keyboard is responsive, monitor working, and so is the shell, but attempting a simple command like 'cd /tmp' will hang.

4. Attempt to put it back to sleep. hw.acpi.sleep.state=3

Problem 2:
5. Laptop ends up in some intermediate broken state. I have a LED on the laptop which indicates ACPI state and this is definitely not sleep or awake, nor is it shut down. 
If plugged into power, it will not respond to power button.
If unplugged and pressing power button, it will shut down "hard" almost immediately.

I've attempted to compare 'acpidump -df' before and after first sleep, but it is completely unchanged.

The following is a dmesg after compiling a kernel with: options DEBUG, DIAGNOSTIC after wake up and interrupt from the network to convince the laptop to be woken up.

I believe that in the absence of the network interrupt (?), dmesg was the same as before the following two lines:
alc0: link state DOWN (was UNKNOWN)
