This is a misunderstanding on my part.  The 'options KDTRACE_HOOKS' will
include the probes and other required "support" code, but will not include
a built-in version of the dtrace module(s).  The module(s) are loadable
only if the probes and support code are present in the kernel.

So, it's "working as designed" and not a bug.
