 I don't think kernel build bits should go into sets, at least the way
 the kernel vs. userland build structure is currently constituted.
 
 When/if we get modules built with kernels (maybe uebayashi is working
 in that direction?) we'll need to distribute them with kernels; so
 maybe we should have a second group of kernel sets?
