I ran into a similar error to this a few days ago (running a 7.0_RC1
kernel), but the system wasn't under load at the time, it was booting,
and failed to complete booting because of this. I haven't seen this
since, though, it's working fine for me now. (I upgraded to 7.0_RC2
 yesterday.)

The dmesg output I have is a bit different:

usmsc0: warning: Failed to write register 0x10c
usmsc0: warning: Failed to write register 0x110
usmsc0: warning: Failed to write register 0x100
usmsc0: warning: Failed to read register 0x130
 usmsc0: warning: Failed to read SMSC_COE_CTRL (err=15)
usmsc0: warning: Failed to write register 0x10c
usmsc0: warning: Failed to read register 0x114
 usmsc0: warning: MII is busy
usmsc0: warning: Failed to write register 0x110
usmsc0: warning: Failed to read register 0x114
 usmsc0: warning: MII is busy
usmsc0: warning: Failed to write register 0x100
usmsc0: warning: Failed to read register 0x114
 usmsc0: warning: MII is busy

 [repeated a few times]

usmsc0: warning: Failed to write register 0x14
usmsc0: warning: Failed to read register 0x114
 usmsc0: warning: MII is busy
usmsc0: warning: Failed to read register 0x14
usmsc0: warning: timed-out waiting for reset to complete
 usmsc0: error: smsc_chip_init failed (err=15)

 [then more repeated output]

 Regards,

 Dave
