      Probably be because somebody isn't paying attention.  dhcpcd
 is not the same as dhcpd.  Actually, they are kind of opposites,
 dhcpcd is a DHCP client while dhcpd is a DHCP server.
 
      BTW, the only dhcpcd could be different during install and
 afterwards is if install dhcpcd from pkgsrc (or, deliberately update
 it in base).
