I don't see the poing. /long and /longer are just examples. Yes, they
both are directories created under /.

If /long directory is exported, /longer should NOT be exported.
 My real exports(5) contains

   /srv/pkgsrc -network 192.168.41/24 -ro
   /srv/pkgsrc_bin -network 192.168.41/24
   /srv/pkgsrc_distfiles -network 192.168.41/24

NFS server doesn't handle correctly such exports(5) as well.

 > you can really only apply exports across an actual filesystem.
/long and /longer are on actual file system.
