if you are using ipsec with ipv6 link local addresses you have to specify the 
interface name in /etc/ipsec.conf e.g.

add -6 fe80::214:22ff:fe1d:8b41%agr0 ff02::5%agr0 ah 0x100 -A hmac-md5 
0xdf84cd88405b8faed89031e4118e6cf6;

at the time of running /etc/rc.d/ipsec the vlan and agr interfaces do not exist 
yet and so the execution of the script fails.
