"-" is already documented in hosts.equiv(5):

The ruserok(3) implementation currently skips negative entries (preceded
with a ``-'' sign) and does not treat them as ``short-circuit'' negative
entries.

If desired, a new PR can be opened about this ruserok(3) deficiency, but
as far as I'm concerned, the documentation is appropriately matched to
the current reality.
