The sets listing for ./usr/share/locale/sk_SK.ISO8859-2/LC_MESSAGES lists it as 
optional depending on the setting of MKNLS. Unfortunately it is a directory 
that is listed in NetBSD.dist, so it isn't optional.
>How-To-Repeat:
Build with MKNLS=no or MKSHARE=no.
>Fix:
Remove the tag "nls" from line 3242 of distrib/sets/lists/base/mi revision 
1.780.2.5 and the equivalent line in HEAD.
