The install kernel found on ftp.netbsd.org doesn't boot. Instead I get a

pcic devices made it boot fine.

The INSTALL_FLOPPY kernel is missing many features required on the T61, such as acpi and ioapic. It is no surprise that it fails; the recommended approach for 5.0/i386 is to use the GENERIC kernel with the miniroot module to install the system.
