 Somewhere between 3.0 and now (5.0 branch) the behaviour changed.
 Make now removes both " (or ') chacters.
 There is a double-space so the word is still output - it just
 has the quotes stripped.
 Since make doesn't normally (at least traditionally) treat " or ' as
 special in any way this is more wrong than before.
