send-pr should do a basic syntax check of the PR before it goes out,
instead of assuming that gnats (or the gnats admins) will manage to
sort it out afterwards.

It also ought to at least warn/offer re-edit for missing or invalid
values of some of the fields, particularly Confidential:.

file a mangled PR.

It's a shell script, easy enough to hack, assuming we're willing to
diverge from mainline gnats. Which is probably not currently the case,
but may be eventually.
