JEDEC standards require an on-DIMM temp sensor for DDR3 memory, and some
manufacturers include one on certain DDR2 FB-DIMMs and DDR2 SO-RDIMMs.

There is an sdtemp driver available in Open BSD to process sensors that
conform to JEDEC Standard 21-C section 4.7.
A patch that implements an sdtemp driver will be attached to this PR.  The 
proposed driver also integrates with NetBSD/s sysmon_envsys2 architecture.
