The French Canadian wscons keyboard layout (at least that's what I think the file is for) is listed twice in src/distrib/sets/lists/base/mi on two consecutive lines. Once with the 'share' tag and once without.
Build with MKSHARE=no and watch checkflist complain that ./usr/share/wscons/keymaps/pckbd.fr_CA.iso8859-1 is missing from DESTDIR.
Delete the first occurrence of this file in base/mi (the one without the 'share' tag).
