I just modified the est and powernow drivers to only run once
in the first cpu probed at boot time. So the problem you're hitting
in this PR, with my patches applied and new code should fix all parts
that you mentioned.

Please test and show me debug output when you change to the new
frequency.

If you applied the patches time ago, refresh them again (I updated it
with last changes I made to src).
