hint: the following trick may significantly speed up 'cut -c'
...
case 'c':
  if (MB_CUR_MAX == 1)
     fcn = b_cut;
  else
     fcn = c_cut;
...

Could you please merge these changes to netbsd-4
(and if possible netbsd-3) branches?
