Other than the cvsweb form, that has been the only cvs tag summary I could find but it was not updated for 3.1

I've since found ftp://ftp.us.netbsd.org/pub/NetBSD/README

The date at the top of the file is clearly wrong, and some other info in the file would be handy: A "tag created" date, and a "depracated date" for the given tags.

The latter file location seems a good place as any, I realize it is intended as a guide to the directory; I'm more interested in a reference doc for cvs tags, I'm not sure of a better place for it.
