 OK. I figured out why it fails.a I have
 
 pseudo-device   cgd             4
 
 in GENERIC.local.  And INSTALL, INSTALL.MP via INSTALL, INSTALL_LAPTOP,
 INSTALL_SMALL, and INSTALL_TINY include GENERIC.local.
 
 I think this is bogus. If there is a need to customise the INSTALL*
 kernels they should innclude INSTALL.local or something.
 
 Right now GENERIC.local is useless except for "no ..." style
 directives.
