Synopsis: makesrctars removes src tarball executable bit move-if-change

I've created NetBSD-current source ".tgz" files with revision 1.32 of
"src/distrib/sets/makesrctars", extracted them and started a build
using that source tree. The toolchain was already built succesfully.
So there's a good chance that the bug is fixed now.
