 originally, i had:
 
 total 1
 -rw-r--r--  1 root  wheel   1080 Feb 22 05:43 utmp
 -rw-r--r--  1 root  wheel   1024 Feb 22 05:43 utmpx
 
 i changed this to:
 
 total 1
 -rw-rw-r--  1 root  wheel   1080 Feb 22 05:43 utmp
 -rw-rw-r--  1 root  wheel   1024 Feb 22 05:43 utmpx
 
 nothing has changed.
 it still doesn't work for console logins.
 utmp entries ARE made for ssh logins though.
 and reboots/shutdowns.
 
 /var/log/messages contains no entries
 after logins.  i don't see anything
 in /var/log that relates to the problem.
