hpcboot allows one to select the serial port speed.
It will call SetCommState to set that speed in WinCE,
but it doesn't pass it to the kernel in bootinfo
(there's not even such field).

It would be nice if hpcboot passed the speed to the kernel
either as part of bootingo (which would require versioning of
the struct bootinfo) or via command line.
