Shortly _before_ this PR was submitted, the tools on the netbsd-2
branch were updated to version 20050530; PKGTOOLS_REQD in pkgsrc is
currently at 20050204, so this should be new enough to build any
packages. Can you please verify that this works for you on 2.1_RC5?

On a system with netbsd-2 sources from 20050829, I just deleted the
pkgsrc-installed tools and rebuilt and installed
src/usr.sbin/pkg_install, and then was able to install a package.
So yes, netbsd-2 was adequately up to date then, and it's fine with me
 to close the PR.

Sorry, I must have updated, done a build and install, and then had
trouble and not gone back to update/build/install/reboot - this was a
machine I've never actually seen where I have to rely on someone else
to be around at the console for reboots in case of trouble, so update
timelines get stretched out. Nevertheless I should have checked -
 sorry for the pointless report.
