Synopsis: NetBSD doesn't boot when 'a' is not the first partition (physically)

The boot code will now fall back on the 'a' partition if there isn't a (valid)
filesystem at the start of the mbr partition.
This should have worked in 2.0 RC4, although further enhancements have been
made that will affect some configurations (likely to be raid sets) for 3.0
