I'm putting this PR in analyzed state. The problem is known by us and it
can't be fixed easily without changing either the pf code or the ALTQ code.
I'll revisit this when the ALTQ API thing is cleared up.

If you still want to use pf + ALTQ then please use the pf LKM (/usr/lkm/pf.o)
and compile ALTQ in the kernel.
