 Two ideas:
 
 1) patch src/usr.sbin/bind/Makefile.inc so SYSCONFDIR is /etc/namedb.
 
 or
 
 2) set named_flags="-c /etc/namedb/named.conf" as default in 
 /etc/defaults/rc.conf.
