The changes were for "Move UCB-licensed code from 4-clause to 3-clause
licence." And they were for NetBSD PR #22280 and was related to University
of California-Berkeley's relicensing.

The two files you reference are not licensed by "UCB". They are not
copyright by Univ. of California. And the retroactively relicensing does
not apply.

Please read http://www.netbsd.org/Goals/redistribution.html in regards to
this.

Also read the personal opinions (from one year ago)
http://mail-index.netbsd.org/netbsd-advocacy/2004/07/15/0000.html from the
developer who wrote (around January 1997) one of the man pages you are
asking about.

I assume this PR can be closed.
