I don't get it.  You're saying that every hosted environment has
exactly the same set of extensions to standard libraries - the same set
of additional provisions, of semantics defined in cases where the
standard is silent or specifies undefined behaviour?

I can't really make myself believe that; you know better.

But if not, I don't see how you get to the "there is no need..."
conclusion from that premise.
